Work Programme - Objectives

The overall goal of the Bio-NETT project is to support 

‘the development of local supply and use of liquid bio-fuels by creating a more integrated and cohesive market structure, linking suppliers and users through regional networking in both the urban and rural context.’ 

To achieve this, the Bio-NETT project will: 

  • Establish local bio-fuels networks, which will provide a structure to co-ordinate the involvement of local representatives of regional and national advisory agencies and other renewable energy organisations. The networks will facilitate the co-operation and collaboration between Local Authorities and other public sector organisations in conjunction with the farming communities. This will provide a mechanism to tailor opportunities to local circumstances and assist in the dissemination of the project.
     

  • Increase the confidence and knowledge of the use of bio-fuels by public sector organisations and within farming communities for the supply of bio-fuels products, through training and capacity building initiatives.  This will:

  • Inform public sector organisations prior to making key transport procurement decisions of potential benefits of sustainable nature of the supply of bio-fuels.
     

  • Encourage public sector organisations to access support and advice schemes, thus increasing the uptake of bio-fuels use in public sector transport programmes.
     

  • Increase the number of agricultural businesses, which develop new diversification and entrepreneurial opportunities linked to sustainable agricultural practices.

  • Establish supply chain thematic groups by the project partners, in order to provide a detailed assessment of the key issues that form the supply chain for bio-fuels. Four groups will be established to address potential barriers relating to:

  • Agriculture

  • Bio–fuels production

  • Distribution and Storage

  • End use in Vehicles

  • Develop best practice tools to support the development of efficient local bio-fuel supply network, building on the work of the project networks and the thematic groups.
     

  • Disseminate the results of the project to further transfer the developed knowledge and support the growth of regional bio-fuel supply networks across the EU.  The dissemination will be done at the EC, national and local level, and will include the establishment of regional bio-fuel information centres.

Direct project deliverables are expected to be the: 

  1. Establishment of local Project Steering groups and an International Project Steering group with members from each network overseeing the project and sharing of best practice.
     

  2. Establishment of 10 regional bio-fuel networks to support the development of the local supply and use of bio-fuels.
     

  3. Implementation of 2 new bio-fuels transport projects to include public sector    organisations and suppliers in each partner region. This would represent a potential carbon dioxide emission reduction of 1,500 Tonnes of CO2/Yr.
     

  4. Setting up of bio-fuels thematic groups on: Agriculture; Bio–fuels production;     Distribution /Storage; End use in vehicles, to evaluate and develop strategies for overcoming barriers to the production and use of bio-fuels.
     

  5. Organisation of awareness raising and network best practice training programmes for promoting bio-fuels use for users and suppliers, composed by a 5 day training programme in each country/region; minimum 50 participants/region.
     

  6. Publishing of best practice tools and project documentation; number of tools distributed to the target groups: 5000 project brochures and 1000 CD-ROM per partner.
     

  7. Implementation of 2 pilot bio-fuels in use projects between local network partners.
     

  8. Establishing a bio-fuels information exchange centre for use for each partner region, to make available the best practice tools and awareness raising courses taking into account the local/regional situation (language, land resource system and energy consumption).
     

  9. Production of reports describing follow-up evaluation, observations and experiences of the networks developed for the suppliers and users.
     

  10. Organisation of an open workshop in each partner region in order to disseminate the experience of networks, best practice tools and to facilitate future networks -50 people attending
     

  11. Organisation of an international workshop for disseminating the awareness raising  tools, network best practice framework and facilitate international networking; at least 75 people attending
     

  12. Setting up of a common website for the project in order to make available the best practice tools and course outlines for suppliers, users and technologists;
     

  13. Setting up of a sub-website for each partner, as per the above to reflect the regional/ international situation.
