Overview of project work packages and planning 

Phase 1: Preparation and Networking (start at month 1 ends with month 6):   

  • The start of the project is also the start of the development of the bio-fuels networks and the thematic groups for partners and other actors.  At this stage, training materials and the best practice network tools will be developed for internal and external communication and networking. The official project implementation agreements are made at the Kick-off meeting on the first month with all project partners.
     

  • In order to make the required formal agreements, a partnership will be made between the participating partner with the farmers and the local authorities. The formal agreement with the 5 public authorities involved with managing transport fleets and 2 bio-fuels suppliers will be made by every partner.  A plan will be agreed upon for the local/regional implementation of a bio-fuel use project based on the networks of the Bio-NETT project with content, tools and methodology.  Each partner would set up a regional steering committee that will ensure an advisory role.
     

  • Agreement will be reached upon the evaluation of the actual project outputs, the collection of transport energy consumption values and the production of user profiles. There will be a gathering of transport energy consumption data and the user behaviour under the responsibility of the energy agency partner.

  • Before the awareness training courses and the implementation of the local bio-fuels project take place, the project shall be discussed with the users/producers in the networking meetings to build confidence and agree upon a governance framework for the project.  The content of the training courses will be discussed and agreed upon with the actors at the Network meetings and thematic groups before the introduction of the training courses. Each partner will set up the pre-evaluation in his area/region, through the consultation of the local project steering committee. There will be at least 2 exchange meetings between neighbouring partner network groups, nationally and/or internationally.

Phase 2: Development (start at month 7 ends with month 12): 

  • The training plans shall make a link between barriers to bio-fuels production with the calculated energy characteristic values for the transport energy consumption of public authorities. Training plans would also take into consideration the scope for preparing improved transport plans and transport optimization possibilities. Best Practice tools, gained from the network meetings and thematic groups would be used as teaching materials for the training and awareness courses. Energy Agencies and other partners would also enhance their bio-fuels in use knowledge and consciousness.
     

  • The training courses would be carried out in two levels.

(1) Training for partners by specialist sub-contractors

(2) Training of local actors by Partners, to be attended by actors and would include discussions on production methods, energy and environmental issues, followed by workshops and exercises and cross border observations.

  • All materials developed for the training programmes will be put on the project website and shall be available in hard copy for external communication.

Phase 3: Implementation (start at month 13 ends with month 17):  

  • During this phase the participant Local Authorities will be monitored by the project partners in terms of the scope for implementing a bio-fuels use project, offering practical help and information. The network tools will be further developed and adapted on the basis of the needs and evaluation of them in the training sessions as a feedback mechanism for the project. The steering group will be involved with the evaluation of the benefits of the training courses on the implementation of local bio-fuels in use projects.
     

  • This phase also envisages the start of the practical implementation of at least 2 bio fuels project in each partner region as a consequence of the local bio-fuels networks that have been developed.  The Partners shall work closely with Local Authorities and other Public Sector organisations to implement a sustainable bio-fuels in use project which will involve at least 10000 vehicle miles per annum on a local basis.

Phase 4: Dissemination (start at month 18 ends with month 30):  

  • During this phase there will be an open workshop about the use of the tools and the materials developed for the training courses with participation of the key-persons (dissemination) and other bio-fuels supply chain actors, schools and energy agencies nationally. The participation of representatives of the steering committees or other public sector organisations is also considered crucial.
     

  • During the final Workshop and the national Workshops the project experience shall be evaluated and products presented. The relevant educational material is put at the disposal of other interested organisations.
